First recognition of a stolen baby as a victim of Francoism
The print edition of El Correo dated 15 July 2026 placed the pioneering nature of the recognition granted to Olmo Gómez Aldaz by Gogora at the centre of the story. The newspaper ran the headline “The Basque Country recognises a ‘stolen baby’ as a victim of Francoism for the first time” and related that decision to the declaration granted months earlier by the Government of Spain.
The central aspect of the story was the scope of Gogora’s decision: for the first time, the Basque Country recognised as a victim of Francoism a person taken at birth and placed for adoption without their parents’ consent. The digital edition of El Correo, published the previous day, carried a different headline and emphasis.
Two editions of the same story
The story appeared in two distinct editions of El Correo. The digital edition, published on 14 July 2026, ran the headline “A stolen baby in Bilbao recognised as a victim of Francoism”.
The print edition of 15 July presented the story under a different headline —“The Basque Country recognises a ‘stolen baby’ as a victim of Francoism for the first time”— and placed the pioneering nature of Gogora’s recognition at the forefront.
This page takes the print edition as its main reference because it makes the unprecedented nature of the Basque recognition the central focus. The link to the digital edition is also retained, but this page does not assume the internal process by which the newspaper prepared the two publications.
On 14 July 2026, Alba Cárcamo also published a report on the same recognitions in El Norte de Castilla. Both digital publications are dated the same day, and this page does not establish which one was prepared first.
Recognition by Gogora
Gogora’s decision of 6 July 2026 recognised Olmo Gómez Aldaz as a victim of the military coup and the Franco dictatorship under Basque Law 9/2023 on Historical and Democratic Memory.
The decision applied the specific category established in Article 4.2(l) of the Basque law: minors taken from their parents and placed for adoption without their parents’ consent.
The print edition of El Correo added a further fact: this was the first time the Basque Country had granted a recognition of this kind. In July 2026, Olmo Gómez Aldaz was therefore the first and only person recognised by Gogora under this specific category.
Recognition by the Government of Spain
On 19 February 2026, the Government of Spain had issued a Declaration of Personal Recognition and Reparation under Law 20/2022 on Democratic Memory. The document established that Olmo Gómez Aldaz had been taken and adopted in 1971 without the free and legitimate consent of his parents and that he should be considered a victim of the Franco dictatorship.
On 28 July 2026, the Directorate-General for Victim Support also confirmed, in a decision issued in response to a freedom-of-information request, that this was the only state declaration granted to a person who had been taken, separated or handed over at birth without the free and legitimate consent of their parents.
Two distinct and compatible recognitions
The two administrative acts were issued by different institutions under different laws. The Government of Spain recognises the persecution, removal and adoption without consent under Law 20/2022. Gogora recognises victim status under the specific category established in Article 4.2(l) of Basque Law 9/2023.
Neither act annuls the adoption by itself or determines criminal or financial liability. Their importance lies in the fact that two public authorities formally recognise what happened and place the removal and adoption without consent within democratic-memory policy.
As of July 2026, both recognitions were the first and only ones of their respective kind: the state recognition, according to the Ministry’s subsequent written confirmation, and the Basque recognition, according to the confirmation reported in the print edition of El Correo.
